Probably both. Two nylon strings about the thickness of a spanish/nylon guitars G string tuned to E, and a thin steel string tuned to A, that's the standard. For the prim balalaika it's almost always like that, although there are all steel string models out there too (I own one 1970 steel stringed, and one 1966 nylon/steel). Another commonly used tuning is D-F#-A that is more optimized for solo playing. The prim is supposed to be the tenor instrument in an ensemble usually, though.
I think what he's playing is one size larger than the prima Balalaika. I do know the prima is traditionally strung E-A-A and the first E & A are nylon and the high A is steel and is generally the main solo string. I play with a few balalaika players and they all have their own tunings, seems like C-E-A is a popular tuning as well, I usually tune it G-B-E like the bottom of a guitar.
It's a Russian folk instrument, called balalaika. Three strings, normally tuned E-E-A. The harmonics are so called natural harmonics, or touch harmonics. They occur at different frets (the points are called nodes) and they tend to be octaves or fifths. You can move the nodes by fretting correspondingly, so if you grab the 2nd fret of a given string, the nodes are moved two frets up, which allows you to play entire melodies in harmonics and even combining them with legato techniques or similar.

Depends on how you tune it)))) I sometimes play with D-F#-A instead of E-E-A. But you're right, with proper orchestral tuning two are the same, and of course they remain the same thickness/kind even if you tune it differently.
