No, those are the eight or nine regular bells in the top of the tower. The flat bells are hidden inside and play the Russian anthem every three hours, plus other songs.

Man that was one swell castle when we visited - totally RAD. I just dont now why they had to build it so far from the goddam airport man! I mean that's gotta suck for supplies aint it? It took us like hours to get there - imagine if we had to defend the castle against those taliban insurjents man! I rekon the world needs the US to look after it man!
