To give you an indication: one fully-functional arm+hand is worth 2.5 points, so paraplegics would be 'overqualified', so to speak. If your legs work, you can stabilize yourself better, so that's an advantage. But yeah, you can always join a (friendly) game... if you're up to the challenge *grin*
It was invented in Canada in about '77 and called Murderball. Changed name to Quad Rugby or Wheelchair Rugby in US in early 80s. Now referred to by all three names.
Obviously they had to change some aspects to make it performable for the paraplegic/quadriplegic players - a round ball bounces well for the players to catch instead of picking up off the floor, and the touchdown at the end is a little different as well, more akin to gridiron.

They changed the official name because of the difficulty to get sponsors on something called murderball :P

Murderball was the original name for the game that we know now as Quad or Wheelchair Rugby
..if you go to the USQRA website they have a whole section on the history of the sport :)
