It may be in some areas, I agree, but I said that I didn't mind the part about not shooting peds in the Scarface game. However, the only way to do so in that game is by playing as either the enforcer or assassin. You could, however, shoot at rival gang members in that game even if you are playing as Tony.

By the way, it's your opinion, but I wasn't bored of the fact that I couldn't shoot peds.
