On land, they call them land spouts or shear-zone tornadoes because they are not formed from mesocyclones within a supercell thunderstorm. This is why you see multiple waterspouts at once but look, they are in a straight line, which is all along the boundry of the rising cumulous clouds. Where there is shear, there is a waterspout.
