Even though it does not come directly, but if God departed from Saul refusing to speak to him, then He would not have spoken by Samuel either:

It would not be something abnormal that a man facing death to seek God's council and help when all of his life he ignored it. That visit might have been a kind of late repentance, unfortunately Saul's way again not God's. Actually he did not go to submit to God but wanted to save his skin. I think it's not bad to think that God would not allow Samuel be called by a demon, but the prophecy of that Samuel came to pass and there is nothing obvious in the text to show that that person be not Samuel.

I must take issue with you on this video though. This story is told in 1 Samuel 28, and it is quite obvious to even the casual reader, that it was Samuel that the witch called up. Saul dialogued with Samuel and even prophesied his death for the next day. God is sovereign. He can do as He pleases. It was Samuel.
