there was no need to wait for them to finish their conversation at the boat house.... I immediately sneaked up to first guy and morphined second one.
If u want all achievments,u really need those stealth kills you miss.On the courtyard 2 by the uniform,sneak round the left side in the shadows and kill the 1 by the door when the other is turned away.Drag the body into the shadow and then you can easily kill the 2nd.
lol, atleast you didn't have to play the last two levels, they are awful...you may as well throw the genre of 'stealth' out of the window. The rest of the game was awesome though.

I always got caught trying to get the second guy, so I just shot him instead.

if you go up the ladder on the boat house you can stealth kill everyone easily
