there is a way of blocking a video in Germany like (false) DMCA claims. The German "GEMA" is in charge of protecting music copyright within Germany. The GEMA will block any Video the moment someone claims the video includes music protected by the GEMA.WITHOUT Checking the claim! Such a video would be blocked ONLY for german users, AND: the user uploading the Video would not even know his video is blocked in Germany.
