When i was wondering around skyrim i encountered a dark brotherhood assassin. When i killed her she dropped a dark brotherhood assassin note, it said that the black sacrement has been performed. and it was from someone named astrid like the person who sent the letter you found. What that means is that you are the person that they want to kill.

you have to pick up the note on the floor to be totally picked up.

on the night to remember quest there's a list under a desk. that is the last thing you need.

Tip: If you want to steal something while the npc's are looking right at you pick something up like a bucket for example and put it on their head to block their line of sight.

@dannywr88123 Once your stealing gets above 50 you can still have a high chance to steal WHILE they are looking at you.
