I used toon link for this, he's fast, has quite strong attacks, and has ranged attacks too, which make this boss battle really easy. If tabuu is low on health, just hit him with your boomerang.

Toon Link is Weaker than regular Link, But It depends on speed and how strong you are in this game. Toon Link can really hold on to the victim in some of his attacks, but is good for escaping qucik attacks, and is great for Tabuu in fighting.
