when are their ivs set? Is it when you first physically encounter them or when you first leave the building on route 7?

@L3w157 as soon as you encounter any pkm their ivs are set. the best way to get better ivs is by catching the same pkm over and over until you're satisfied with the stats, as for legendary pkm save before the fight if you're not satisfied by the stats then reset and catch them again.
