They like English voices I guess, maybe it's the International version (like Kingdom Hearts and stuff, I think they have the English Voice acting but the Japanese menus)

Its Major Numerus, the hardest boss from ffx-2 international+last mission, you can fight him on colisseum (regular game) or he's the last boss from last mission. And Strongest Shinra is a fusion of Shinra and Omega Weapon, I can't remember.
