If a frame isn't ready it skips it, so if your FPS would normally be at 30-59, it drops it down to a constant 30. That's why your FPS never went above 30. If the V-sync triple buffers though, that's a different matter...

Dude, thanks for creating these videos, they are much appreciated, but I suggest you to read about the “Sync every frame” option (or V-sync in general). It basically limits your frame rate depending on the display's refresh rate. You can not do serious benchmarking with this option turned on.
If you turned off the V-Sync I think it would go about 30 at least once. You lowered the resolution and got the same cap at 30. V-Sync had to have been doing it, no way around it man!
Fraps slows down frames A LOT. I'm guessing the only reason you chose to turn it on while playing even with a video camera recording already was so people with intentions of making gameplay commentaries could see how smoothly the game would run while running a screen recording program. Otherwise the frames you were getting were really misleading, you could have almost doubled them with fraps off.

@aeroguns96 from what i know modern warfare 2 doesnt support the xbox controller i may be wrong. and if it does it should support the vibration feature. but from what i remember COD black ops was the first COD for the PC to support the controller.
@Killery96 VSYNC has nothing to do with it, cause when VSYNC is on it caps the FPS at 60 not 30. and i even double checked just before i wrote this to check and with it off its still stays at 30.

You are confused at to why lowering certain parameters does not have any significant FPS change.
Reason, effects are channeled through common and also parallel processors/cores.
Those effects that are quickly processed either serial or parallel are unnoticed compared to the effects that are bottlenecking the system.
The fastest a car can go in traffic is determined by the slowest car in the lane in front.

Recording with Fraps is for idiots, because Fraps eat up frame rates when recording video.
I much prefer and trust video recorded with a video camcorder.
It also shows how the screen looks on a particular laptop or monitor.
