Well it did get you scared as hell the first time when you just couldn't kill that chainsaw dude... but it isn't on par with the others... especially games like Amnesia: The Dark Descent.

I think people are just dissing it for being different and not for being a bad game... it definitely is the best RE game I have played. More immersion with that perspective and not being able to see where you are aiming in the old games REALLY bothered me, so I was put off those games early on
