I am almost *certain* that Waters is singing "If I were a RULE, I would bend." I do not here the suddenness of a "b" sound at the beginning of the word or the suddenness of a "k" sound at the end of it, and I here a long 'o' sound as heard in the words coo and boon, instead of the o/u sound as heard in rook or cook... besides, I've heard of bending a rule, but never bending a book...
