Aside from weather not being the same thing as climate, weather kills a lot more people than terrorism. Cold kills the homeless, heat kills the elderly, rain and snow can make the road slippery and cause car accidents, and we haven't even gotten to tornadoes and hurricanes yet (e.g. Katrina caused 1,836 deaths).

While terrorism is certainly the topic du jour, it does not mean global stability, the rise of China, pandemic, and other types of threats are any less real. Climate change is a security threat most clearly as it relates to stability and pandemic. Does she dismiss either of these as threats?
