@Jonatan7771 its easy! first of all use Kamen rider Ouja finish all battle using kamen rider ouja. then u unlock it.. make sure if u unlock it. u must press up circle to choose Ouja Gai Deck. and if u use Kamen rider Ouja Gai's deck u will unlock Kamen rider Ouja Raia's deck. after using Kamen rider Ouja raia's deck u will get a mixed kamen rider like.. the weapon mixed or the monster are mixed
