they are getting ready for something called Kobe Luminarie. It is a massive light show throughout thedowntown area. Although during the Xmas season, it has nothing to do with it. It is a memorial to those killed in the 1995 earthquake. It is an Italian style light show. Massive crowds, but worth checking out!

You choose cities with unique vibes. Both Kobe and Busan have quite unique vibes, IMO.
