He was refering to, if someone had some sort of damage to their home, rebuilt, but the rebuilding did not conform exactly to the new standards, the government could then come in and charge the occupants of their own home with "Illegal Occupancy."

Second, the enforcement of the bill will take years to adopt. Government employees and police will need to be trained, and they will go after the "bad people" first.
