Actually this is a cover from "Simon & Garfunkel - Mrs. Robinson". Eläkeläiset-version is called "Urho Kekkosen muistolle", which could be translated as: "In memoriam of Urho Kekkonen".
Urho Kekkonen was one of the most popular Finnish politicans and were the President of the Finland 25 years continuously.
Eläkeläiset are making fun of President Kekkonen, but not nearly as bad as of "the current president" (which refers to Martti Ahtisaari) who is described as being so fat that if he were to dance humppa, it would cause an earthquake.
I think they are not making fun of the President Kekkonen. When you listen the lyrics, they are saying how much better President Urho Kekkonen was compared to other Presidents (lyrics strongly referrers to the President Ahtisaari). This song has very sarcastic huomor which makes it fun, but song is more like praising Kekkonen than mocking him.
Indeed. They are "praising" the old bald head in a very sarcastic way. If Kekkonen had lived to see this, he would certainly have written the one of his angry letters.
