You need to have the Open for Business Expanion Pack first of all, then you can build an elevator. The Elevator can crash down by chance at anytime you just never know.

OR

You can type in:

boolprop testingcheatsenabled true

at the neighborhood menu and press enter. Thenyou go into a lot with an elevator and you can while holding shift, click on the elvator and click on Breakinducer or something like that. Then in the next few times the elevator is used, it will crash.
