From what Ive seen on several accounts Joe does seem to dislike Kevin. Its bad in the sense that people are all like "whoa..brotherly?" When most close brothers would have defended their sibling in the same situation.

It easy to look at joe and think he's being a bitch to Kevin, but we don't know what kind of relationship they have between each other. They may be the closet out of all the brothers, or Joe may feel more closer to Frankie, who knows. Not us since we don't know them like that.
