It doesn't make it more brutal, just less prepare. You have to remember that American Football it's just an adaptation of Rugby. In rugby you prepare yourself to recive the hit but in Football you can be hit form any direction and whitout the ball, even in mid air. So maybe it looks more "brutal" but it's just the rules

That should be an interesting thing to watch. The protection Football players use it's also use to hurt and the tackle it's aslo different becasue in rugby you can't hit with the intention of hitting, you have to do it with the intention of tackling, so the technique is different
