To add on to NovaArrow's comment, the plane circling above would also be Canadian Forces. They would provide top cover, relaying communications and also being a back up if anything where to go wrong. The people dressed in red/orange suits would be SAR Techs.
In Canada, Department of National Defense has overall SAR Responsibility with the Canadian Forces responsible for the Aircraft assigned to SAR and the Canadian Coast Guard responsible for providing the ships (SAR Lifeboats).

As for the announcement, the captain explained it was for safety as the downdraft from the chopper posed a danger.
A great many of the passengers were watching every thing from where I was taking the video. And if that was me or my family, who was watching would probably be the last thing on my mind.

The Canadian Coast Guard (CCG) is a civilian organisation with no military or law enforcement responsibilities and for the most part doesn't do helicopter search and rescue. Okay so basically what I'm getting at is that the guy was picked up by the Canadian Forces not the CCG.
jtmthree...that's actually a Cormorant helicopter from the Canadian Airforce. It's from 442 Squadron in Comox, British Columbia. As for the announcement, it's a privacy thing...if that was you being hoisted up, I'm sure you and your family wouldn't want an entire ship watching!
My wife stepped out onto the balcony to see what was happening and not more than a second later the captain came on the intercom admonishing people and telling them to get inside. I blame my wife! Haha!
Well I am aboard the Sea Princess 4th April 2011. I have never been on a cruise before so am pretty excited about the whole thing! Caribbean here I come!
