Sorry to say this is not Tibetan. Tibetans use the Sanskrit mantra and pronounce it in a Tibetan way. This is not the Sanskrit version. Perhaps it's Chinese? At least I know the comments are in Vietnamese. Very confusing!

"Salutations to the Three Jewels,
Salutations to the Noble Vairochana Tathagata Arhata Buddha, who looks at everyone equinamously and who presides over the vyuha and who is an abode of the ocean of Knowledge,
Salutations to the Noble Arahata Tathagata Buddhas who look at all beings equinamously,
Chant NAM MO QUAN AM BO TAT over and over again. She is the goddess of compassion and grants miracles to believers. I was at the lowest point of my life and after chanting for a few hours, my whole world turned around. You must promise her that you will spread her name for others who are in need
