Stephen Colbert's "character" is a very ignorant one (not referring to "Colbare" at all, I'm referring to his comical character 'colbert') and for all we know that could have been a frame from another take that slipped in where the editor fucked up and cut the video wrong... some video editors can do that... it could be completely out of context
