@VojinkVojink Raiden couldn't do anything in the first tournament (MK1) because it was an official Mortal Kombat Tournament, and he wasn't participating, he couldn't just enter and kick all Outworld asses because then the Elder Gods would (I think) consider against the rules. However, this attack by Shao Kahn is not bound to Mortal Kombat rules, so he can fight back perfectly fine.
