Even being range cadre myself, I never understood why the standard is allowed to be different for range personnel. Even though we like wearing the cap, the question has been asked many times and the answer we get is that it is the authorized uniform for range cadre personnel if they're on the range in a range supervisor position. Now if they are actually firing weapons full "Battle Rattle" applies.

For Ohio National Guards Soldiers it is Range regulations that all Soldiers will wear their kevlar helmet and their body armor, it sucks wearing it but like they say train like you would fight. And to answer your other question, yes it was from the 25 meter line.
