Cheater or not, this area is in the game, and these are pretty much the steps you take to get Deoxys in this game. Doesn't matter if he has Rayquaza (which there IS a trading function last I checked you know... Duh.) or a lot of Masterballs (Either there's an item dupe trick that isn't talked about a lot or he cheated) because this IS an area in game. And you make the stone move, just like that, to get Deoxys to appear. The only thing is 'unlocking' the island.
