That horse didn't throw his rider. The guy was sliding off with the saddle (maybe the cinch was loose?) stuck the flags in the horse's face, and used the reins to try to stay on. The horse reared because he was getting his mouth ripped out and was trying to get away from that pressure. The horse did nothing wrong and what happened was not his fault.
