Most videos of this speech edit out the line "why does rice play texas". I guess because people unfamiliar with this game wouldn't know the significance of this line.

To me, it's one of the most memorable lines in the speech. He was insinuating that Texas always wins the game, so why play it. The answer, because they choose to do so. Just like "we choose to go to the moon." Stop insulting  each other people.
