I don't know how you feel about Rothbard given the whole Rand and Rothbard tiff (overblown situation in my opinion), but nonetheless I'll suggest Rothbards "Education: Free & Compulsory", for an indictment of the public education system. It focuses more on whats wrong with the public education system and less on how to create a new private system, but I guess one could simply look at what aspects of public education are failing and correct those errors to create a good private tutoring system.
