health and attack power and such depend on your difficulty setting and weapon choices at the beggining

(first fight with seifer and before fighting the giant nobody where you choose an item)

@MegamanVsLink because the player is at LV1. it's on critical mode. it's Final Mix, only in Japan. You only gain a max HP increase after doing certain events like beating a boss and such. Hope this helped. ^^
