if u want a suggestion about how to get her 2 listen (possibly) better, instead of telling her "heal" when she is pulling, firmly say "no!" while at the same time giving her leash a firm tug. then when after u correct her and she isnt pulling anymore, say "sit" or if ur going 2 start moving, "heal." that way she doesnt get confused with the different meanings : ).
@catchy1986 the head shape is rare and present in very few rotties only. mine too has the same head shape, but not the white markings though... this head shape makes them much more cuter than ordinary rotties... btw there are 2 or 3 dif types of rot breeds

Having a rotties tale docked is not the same thing as clipping a cock...I bet these anti tail docking dog owners who think it cruel have had or will neuter their rottie ,But in my case I had 2 male rotties neither seemed the least depressed over no tail to play with...lol My first rottie I got as a pup he was already docked and the 2nd was 3.5yrs old I got him (and docked) from a co-worker who's soon to be wife wanted the dog...Gone (BITC@),So for me I'm just used to them having stubs wiggling .

I actually live around these dogs and have seen dozens of them in RL, in shows, on trials, as pets etc. Dogs of these breeds are not more prone to problems than no-dock breeds. If they were, how come the breeds are thriving in Europe with their full tails?

You are 100% wrong. We have had rotties since 1979. Under German rules (ADRK) you can not dock the tail. It is cruel to the puppy and not unusal to have one or two puppie die as a result of the shock. Please check your info prior to posting.
Could you perhaps post your source as proof of this? See the way the dog crouches with its forelegs bent to touch the ground while the hindquarters are up with tail waving? It wants to play. My yellow lab does that when he wants to meet new people or dogs.

It looks like a female rottie and some rotties have white markings around the chest area, which is known as fault in the dog.
That's definitely not attack mode, it's play mode. I know as I train rottweilers to be police dogs.
