In the new update, you can use dispensers to do this every 5 minutes exactly, as long as you load up the dispenser with blocks (With something that stacks 64, dirt is best option) 64x9 = 576 chimes that go off every 5 minutes on the dot (Or thereabouts)
I used the glass blocks to surround the top of the cactus so the drop can only fall towards the pressure plate. It's possible some of the drops are destroyed either by bouncing off the glass and onto the cactus but, really, how often do you want the damn thing going off?
I have two questions, maybe you can answer them. First is how far away does a person need to be to be able to hear a note block? It seems like you're down quite a few levels and can hear it well, but I've got something like this on the third floor and I can't hear it when I'm at ground level just outside. Second, how far away do you have to be from a cactus for it to grow? Maybe I can't hear it because my cactus isn't growing. I've got this on smp btw.

i think they disappear after 5 minutes SOOOOO you could stack 4 t-flipflops to make a binary counter, and each time it hits 12, you could cause the clock to chime and the counter to reset, giving you an hour clock :D

A cactus block grows at a random speed. At certain intervals an integer value on the cactus increases a random amount. I can't remember the numbers off hand but I think it grows between 1-3 per interval with 15 being the size at which it grows.

How did you get your cactus to fall on the pad? I mimicked your design, but the cactus breaks off and disappears.
It will rarely hit the switch. How regular did your cactus powered clock actually activate?

Good idea. I know drops disappear after 5 minutes (half a minecraft day, how good for the clock) but I think cacti grow/break off at random X(
