In my experience, Adobe Ultra pulls the cleanest key of all. It uses vector keying which lets you select multiple points on the screen to key out.

no it won't if you just adjust the settings correctly. You need the lighting so that there won't be any shadows and you actor won't have green reflected on him.

It is not just a matter of which is cheaper. Adobe goes with PC and Final Cut is for MAC. I use Adobe...it is super expensive if you buy it. I have a pirated copy. I suggest you try to go that route.
