You can't have any felony's, 0 drug history (some places let a little pot smoking as a kid with at least 5 years past), you generally ahve to have a college degree. You also have to pass a polygraph and a medical/psycological exam. Most become cops a lot younger than 30. The ones that are 30+ are prior military.
