Tristana has A LOT more damage then kog in the early laning phase, can easily burst him down with an aggressive support like Taric/ali/janna. Trist's problem is her mid-game, where she is very very weak. Late game both trist and kog are considered the best in regards of damage output, it all comes to positioning and team play.

On the other hand, Tristana with Soraka just doesn't make sense, as it wastes her awesome burst.

Err, your build on Kog's viable, but there's so much better, i.e. MR and Ar shred - Madreds, Malady, Wit's End, FMallet, Zerk Greaves & Black Cleaver, replace black cleaver with defensive item if needed. Does way more damage :)
