The flotilla was a sort of suicide by cop mixed with delusional martyrdom. In the USA no military or police force could be confronted with that type of violence (at least one of the soldiers was put in the hospital) with out a similar response. This would be true even if the boat people weren't coordinating a drop of of goods to Hamas, the only governing body on the world to express sympathy and outrage upon the death of Osama Bin Laden.

The report determied that Israel has every right to continue the siege and it is legal. Also, it recognizes that the IHH, the organization in which the 9 Turkish killers came from, is a terrorist organization.
