The Galactic Empire has something on the order of 25 million worlds under its control circa 12,010 GE... (200 million circa 827 GE in "Pebble in the Sky"). Since we know that the average number of worlds within a province is 35 worlds, the Empire could easily accomodate over 714,285 provinces during Cleon's time alone O_O
