That's not a 'fact'. People in poorer countries have a more realistic attitude towards animals because of their own lives. If you live in a mud hut or a shanty town, can't afford shoes, earn pennies a day & struggle to find food for yourself and your children, then you don't have the luxury of being able to feel sorry for hungry animals.
There are plenty of rich people in Asian countries who fawn over their animals like Westerners do, rich women who buy little clothes for their lapdogs etc.
