In the case of the NV Republican Convention, the party "leadership" stalled to waste time on April 26-causing the convention to "run out of time." The hotel gave more time, but Bob Beers illegally gaveled the convention to an end. The delegates tried to get the convention back together, but "leadership" blocked at every turn...they tried to force a "mail-in convention" and eventually resorted to assigning their own delegates in a closed-door meeting...

In fact, at the convention, "the party" was (and legally is) defined as the elected delegates, NOT the administrative team who assists the party...

In the case of NV, the admins replaced elected delegates with themselves and their friends....
