We too, need high speed trains in Australia. Our politicians said for many year we will have a very fast train (VFT) service from Sydney to Canberra. What would normally take at least 3 1/2 hours to travel shall be half the time required in travelling, therefore it shall be a little over an hour to travel. Very quick. But our pollies are extremely slow in the act of delivering vital transport infrastructure for our busy railway networks.

Actually the french TGV set a world record of 574km/hr on a test run although operating trains at that speed is not considered safe because it requires a stopping distance of 44km at the point of braking.

For more, Velaro is based on earlier ICE3. And new ICE3 is based on Velaro.
As I know, new ICE3 is Velaro-DB, CRH3 is Velaro-CN, the version for Spanish is Velaro-E and the version for Russian is Velaro-RUS.
