I wonder the same thing because if you see the current biography of the actor that is portraying Jiji (Shinya Tsukamoto) posted in WIkipedia you notice that he is pretty thin. Also in a scene you can see later in the film, Jiji looks also thin. I guess that a similar face look-alike bodybuilder took his place in this scene.

it's obviously cgi with that actor's head on a bodybuilder's body.. listen to the dvd commentary and MIike confirms that, not that it's hard to figure out though, it's pretty damn obvious it's someone elses body considering Jiji was skinny as a rail up until that point.
