2 reasons:

1. The nature of the challenge has changed since 1997. Economically, we are in worse, and China and India are in better shape, which speaks directly to consumption...AND VP Gore is in a much different position about what he CAN say.

2. In the aftermath of this change in the world, the data that we have about climate change is much more robust and accurate.

It is wise to alter a position as new information becomes available. We call that "learning" not "flip-flopping."

The IPCC claims that warming from 1850-1957 was mostly natural but from then has been result of AGHG,there is a 90% certainty.

The 50 yr period of AGW,according to the IPCC,amounts to about 0.5 deg celsius.

50 yrs=0.5 deg.

100 yrs=1 deg.

The IPCC have predicted through GCMs,that temp could rise in 100 yrs anywhere between about 1.4 & 4.5 deg.

The predictions are based on the increases of H2O in the atmosphere which have a positive feedback.

The effect on the SRB produced by CO2 at 380ppm is 2 Wm2.

The effect on the SRB produced by clouds can be as large as 100 Wm2.

The technology for measuring the SRB,which is attached to satelites,has to be accurate down to the last Wm2 as CO2s effect is so miniscule.

The effect on the SRB from clouds is 50 times that of CO2 at current levels and if an increase in H2O creates more cloud formation of just an extra 2 Wm2,Co2s effect disapears and becomes even more undetectable than it already is.

The dilema at the IPCC is that GCMs cannot estimate cloud formation and therefore cannot predict the future climate.
