I've seen several cases of judges taking kickbacks to send people to jail. One judge was responsible for sending about 4,000 youths to jail, many of their lives ruined or ended in suicide.

You know in past history firefighters use to fight other firefighters from other districts when they both arrived on a fire scene, and in most cases the houses or buildings would just burn down while they literally were fist fighting for who would put out the fire, history always repeats itself.

It's called "Fee for Service". The fires were in an area deemed "rural", and emergency services personnel (for a water rescue) were not trained, perhaps due to agency cutbacks? The folks whose home burnt down, made the decision not to pay in advance. It may not be fair or right, but that is the way it is.

I know it sounds harsh but if everyone knew they didn't have to pay the money until they needed the service, then no one would pay it UNTIL they needed it, leaving a greatly underfunded fire department to respond. The people who live in these areas are usually classified as county area and do not contribute taxes the neighboring cities of who's fire department is responding.
