Yes, do all the HVT missions for the AN, thrn you can buy from them. However, it's impossible to do this after you've nuked the chinese base.

only once. i ws just to dumb to figure out to go to eva and there was some weird glitch wen i was online and my character got change for the entire second half of my first game. so i went back and replayed it
