Cement Man was a lame one off from the Eye of Sarnoth episodes really early on in the series run. Slash is a better boss. Hell the SNES version is just a better game other then how smooth this one plays and looks.

You probably played the console version. This is the arcade version of the game. That, OR you're thinking of TMNT II: The Arcade Game where you fight Metalhead. Just a thought!!
Cement Man, in case you're still wondering, was a monster that Baxter Stockman brought to life from a billboard in the cartoon episode "Curse of the Evil Eye" and then quickly vanished a few minutes later. How exactly he got to be an end-of-level boss is beyond me.
Thanks for the info, FroggoFan64! I did watch the old show back in the day, but heaven help me I can't remember the Cement Man. That episode must've been created DURING the making of this game. It's the only excuse such a minor character could become a boss.
Actually, the episode was in the show's second season (1988), whereas the game came out right around the time of the second movie (1991). So I guess his inclusion is still a mystery.
Incidentally, Slash had also only appeared in one episode at the time the game came out (it was in season 4), but his role was more substantial than Cement Man's, and he would reappear in two later episodes anyway.
