The way we have been going about it has not made Africa self reliant but instead made them more dependent.

Solution: Donate farm machinery to them and send retire farmers to educate them in the techniques of farming. Pay the farmers an income, free from taxes, to those that sign up and stay a certain period of time.

Africa, having the most aridible land in the world, could have a real agricultural economy. They could feed themselves and the world.
