That's from the first OVA of the first series of OVAs--Tokyo Revelation, set during the Acid Tokyo Arc (the BEST arc, if you ask me).

If you've only been watching the anime, then you've been getting ripped off. Acid Tokyo is what was supposed to come directly after the time Fai used magic to escape the library, but in the anime, they just wound up a few blocks away. The OVAs are what actually happened in the manga-- and packed full of some nice angsty kurofai, among many plot twists.
